Who are we?

Dawn Humanitarian and Development Organization (DHDO) is a national, women-led, non-governmental, and impartial organization with a strong operational presence in the Eastern, Central, and Northern regions of Afghanistan. Our teams work closely with communities affected by disasters, including climate change, displacement, poverty, and crises, supported by DHDO’s coordination and management structures at provincial and national levels.

We collaborate in designing and implementation community-based humanitarian and development programmes focused on social protection, women’s empowerment, livelihoods, food security, education, WASH, climate resilience, disaster risk reduction, and social cohesion. Our work is grounded in local knowledge, community participation, and gender-responsive approaches.

Administration policy

DHDO maintains clear operational and administrative procedures to ensure efficient management, accountability, and smooth day-to-day functioning. This includes proper documentation, workflow management, and compliance with organizational standards to support effective program implementation.

Finance and Accounting policy

DHDO implements robust financial management systems to ensure transparency, accountability, and compliance with donor requirements and internal controls. This policy covers budgeting, reporting, auditing, and responsible resource utilization to safeguard organizational and donor funds.

Anti-Fraud, Bribery, and Corruption Policy

 DHDO adopts a zero-tolerance approach to fraud, bribery, and corruption. The organization is committed to responsible management of resources, transparency, and full compliance with donor requirements and applicable laws and regulations.

Conflict of Interest Policy

DHDO ensures that personal, financial, or professional interests do not interfere with organizational duties. All staff and board members are required to disclose and manage potential conflicts of interest.

Policy Against Sexual Exploitation and Abuse (PSEA):

DHDO applies a strict zero-tolerance policy toward sexual exploitation and abuse. Preventive measures, training, reporting, and response mechanisms are in place to protect beneficiaries and communities, particularly women and children.

Policy Against Sexual Exploitation and Abuse (PSEA) – Reporting Mechanism

DHDO applies a zero-tolerance policy toward Sexual Exploitation and Abuse (SEA). Safe and confidential reporting channels are available for beneficiaries, community members, and staff to report SEA-related concerns.

Reports related to SEA can be submitted confidentially to: psea@dhdo-npo.org. All SEA reports are handled with strict confidentiality, survivor-centered principles, and in line with DHDO’s safeguarding procedures and international standards.

Accountability to affected population (AAP) policy

DHDO ensures that communities and beneficiaries are informed, consulted, and actively engaged in programs that affect them. The policy promotes transparency, feedback mechanisms, and participatory approaches to strengthen trust, improve program relevance, and ensure responsible and accountable humanitarian and development actions.

Data Protection and Confidentiality Policy

DHDO ensures the secure collection, storage, and responsible use of personal and sensitive data. Feedback and Complaint Response Mechanism (FCRM) Policy

 DHDO provides safe, accessible, and confidential channels for beneficiaries, communities, and stakeholders to provide feedback or report concerns. The policy ensures timely responses, accountability, and continuous improvement of programs while safeguarding all individuals involved.

MEAL policy

DHDO implements systematic MEAL processes to track program performance, measure outcomes, and apply lessons learned. The policy promotes evidence-based decision-making, transparency, and continuous improvement to enhance the quality and impact of humanitarian and development interventions.

Child Protection Policy

DHDO is committed to safeguarding children from all forms of abuse, neglect, exploitation, and harm. Child protection principles are integrated into organizational procedures and program implementation.

Environmental Safeguarding Policy

DHDO recognizes that environmental protection and climate resilience are essential to sustainable development. The organization integrates environmental safeguarding into its programs, promoting climate-sensitive and nature-based approaches.

Anti-Terrorism and Anti-Money Laundering Policy

DHDO reaffirms its commitment to never knowingly support, tolerate, or facilitate terrorism or related activities. All staff, partners, and beneficiaries are subject to due diligence and compliance checks in line with donor and international requirements.

DHDO implements transparent, accountable, and competitive procurement procedures, ensuring efficient use of resources, compliance with donor requirements, and the delivery of high-quality goods and services.

DHDO maintains organized, secure, and accountable storage systems. The policy ensures proper tracking, reporting, and control of stock and assets to support effective program delivery and safeguard resources.
